Tapping Private Financing and Delivery to Modernize America’s Federal Water Resources

This paper, published by the Harvard Kennedy School’s Ash Center for Democratic Governance and Innovation, explores innovative and alternative financing and delivery strategies for modernizing and expanding federally sponsored water infrastructure. A team of authors, led by Stephen Goldsmith, a former mayor of Indianapolis, also discuss how P3s can be used to develop such infrastructure and how federal agencies can overcome barriers to using innovative finance approaches.
